About the Development Consultant

The Development Consultant for the Abbot Mill is Concord Square Development Company, Inc., Edward C. Carman, Jr., President.

In the late 1980s, Mr. Carman was the developer of the Exeter Mill Project, in Exeter, NH. The development approach that is planned for the Abbot Mill in Westford is similar to the approach used at the Exeter Mill. With a partner, Mr. Carman and Concord Square developed Holt Hall, in Portland, Maine, into housing in 1997 and 1998. Both Holt Hall and the Exeter Mill are on the National Register of Historic Places. More recently, Concord Square was instrumental in gaining approval for the Mill Conversion Overlay District of the Westford Zoning Ordinance.
